§ 71.01 SNOWMOBILES.
   (A)   Definitions. For the purpose of this section, the terms herein shall be defined by M.S. § 84.81, as may be amended from time to time.
   (B)   Operation. No snowmobile shall be operated in the city, except in conformity with M.S. §§ 84.81 to 84.915 inclusive and as may be amended from time to time.
      (1)   No person may operate a snowmobile without registering the snowmobile with the state in compliance with Minn. Rules 6100.5000.
      (2)   No snowmobile shall exceed the speed of 20 mph upon a city street.
      (3)   Snowmobiles shall stop at all intersections and shall yield the right-of-way to all other motor vehicles and to pedestrians.
      (4)   Snowmobiles may operate between sunrise and sunset on city streets.
      (5)   No snowmobile shall be operated on any city sidewalk, boulevard, playground or other city property.
      (6)   No snowmobile shall be operated on private property without the written permission of the owner of the property. The written permission must be carried by the operator when operating a snowmobile on private property.
      (7)   No snowmobile shall be operated in the city without the proper equipment as described in M.S. § 84.871 and Minn. Rules 7460.5200.
      (8)   No Minnesota resident born after December 31, 1976 shall operate a snowmobile in the city without one of the following in compliance with M.S. § 84.862, Subd. 1:
         (a)   A valid snowmobile safety certificate;
         (b)   A driver's license that has a valid snowmobile qualification indicator; or
         (c)   An identification card that has a valid snowmobile qualification indicator.
      (9)   No snowmobile shall be operated in the city by any person under the age of 16 years, except upon private property and with the permission of the owner of the property.
   (C)   Emergencies. Notwithstanding any prohibitions in this section, a snowmobile may be operated on city streets in an emergency during the period of time when, and at locations where, snow upon the roadway renders travel by automobile impractical.
   (D)   Effective date. This section shall take effect and be in force from and after its passage and publication. The ordinance codified herein was published on 12-30-1970.
