The City Council, the Administrator and or the Director of Public Works may require testing at any sewer service to determine the type and strength of sewage being discharged. The cost of the tests shall be paid by the owner of the property affected. An additional sewer service charge may be made for any property found to be discharging I-2 class sewage to the city’s system and will be determined by the volume and strength of the discharge as provided in the sanitary sewer interconnection agreement between the City of Winona and the City of Goodview dated 9-22-1972, or any succeeding agreement therefor. The determined charges of this section shall be in addition to all charges described in § 32.01.
