(A) “Unauthorized collection” defined. Whoever intentionally and without claim of right takes, uses, transfers, conceals or retains possession of any recyclable materials set out for the purpose of collection by authorized persons upon public or private property is guilty of UNAUTHORIZED COLLECTION of recyclable materials.
(B) Unauthorized collection unlawful. Unauthorized collection, as defined or reasonably implied from division (A) above, is hereby declared unlawful.
(C) Effective date. This section shall take effect the day following its summaries publication in the official newspaper of the city. The ordinance codified herein was published 3-14-1985.
