Each resident of the City who wishes to obtain a permit for the privilege of parking his passenger type motor vehicle on the streets for periods of time longer than those presently permitted, shall complete and submit an application to the Chief of Police on a form available for that purpose. The completed application shall require certain information on the applicant, including a statement of the applicant’s present possession of or lack of off-street parking facilities. The application shall be considered by the Special Parking Privilege Committee. If it is determined by a majority of the Committee that the applicant does not have adequate off-street parking facilities, and the Committee has decided to grant this parking privilege on the street in question, then the Committee shall direct the Chief of Police to issue a permit to the applicant. A three dollars ($3.00) application fee shall accompany the request for such permit. Should the permit not be granted, the application fee shall be refunded.
