By an affirmative vote of five members of Council, after a referral and recommendation by the Recreation Commission, Council may remove any Council-appointed member of the Recreation Commission for disqualification from office, absenteeism, neglect of duty, incapacity to serve, conviction of a crime of moral turpitude, or gross misconduct. There shall be no appeal from the decision of Council.
