Commissioners shall serve for a period of three years, with three Commissioners being appointed annually at the January meeting of Council. Within sixty days after the date this section shall take effect, the initial nine Commissioners shall be appointed by Council; three Commissioners shall be appointed for a period of one year, which term expires December 31, 1997; three Commissioners shall be appointed for a term of two years, which term expires December 31, 1998; three Commissioners shall be appointed for a period of three years, which term expires December 31, 1999. Thereafter with each new appointment, the term shall continue for a period of three years. There shall be no limit upon the number of successive terms to which a Commissioner may be appointed.
