ARTICLE XIV. AMENDMENTS.
   This Charter is intended to be flexible and to be changed to meet changing conditions as the Village develops, in order that the best interests of those who live and work here may continue to be served. Amendments may be submitted to the electorate by a two-thirds vote of Council, or shall be submitted upon petition signed by ten (10) percent of the number of those who voted in the preceding gubernatorial election in the Village. Copies of the proposed amendments are to be voted on. If any such amendment is approved by a majority of the electors voting thereon, it shall become a part of the Charter of this Village.
