(a) There is hereby created a Fund for the Village Police Department pursuant to Ohio R.C. 4511.99 into which shall be deposited all or a portion of fine monies received by the Village from either a violation of Ohio R.C. 4111.19 or similar local ordinance. These funds may only be used for those purposes as set forth within Ohio R.C. 4511.99 as it may now exist, or as may be hereafter amended, including but not limited to, enforcement of local and State laws restricting the operation of a motor vehicle while under the influence of drugs or alcohol or informing the public concerning the laws restricting the operation of motor vehicles while under the influence of drugs or alcohol and the dangers thereof.
(b) The Police Chief with the written authorization of the Mayor is authorized to draw monies upon such account. Annually the Chief shall provide an accounting to the Mayor of all monies received, including identifying the specific case name and number under which such monies were received, and an accounting of all funds disbursed and the authorized basis for such disbursement.
