(a) The construction or use, and permitting the construction or use, of a sanitary septic tank within the limits of the Village is hereby prohibited.
(b) This section shall not apply to septic tanks under construction or in use on June 12, 1950. However, the replacement of septic tanks which are under construction or in use on June 12, 1950, is hereby prohibited.
