No person shall plant, grow, raise or cultivate any shrub, bush, hedge, flower or any other variety of plant within the limits of the right of way on any dedicated street at or near an intersection in the Village, to a height at which such shrub, bush, hedge, flower or other plant would become a hazard to vehicular traffic by obstructing the clear view of traffic approaching upon an intersecting street.
