(a) The restoration of any street opening shall be made, at the option of the Street Commissioner, by the permittee or by the Village under the supervision of the Commissioner. If restoration is done by the permittee, he shall provide, before the issuance of the permit, a bond, running to the Village, with a surety, the sufficiency of which is to the satisfaction of the Commissioner, conditioned upon the proper restoration of such street opening and the maintenance of such restoration for a period of one year from the completion thereof.
(b) Restoration of trenches shall be made by the permittee.
