Beginning April 1st, 2013, and thereafter, within thirty (30) days after a tenant or other occupant eighteen (18) years of age or older vacates rental property of any kind within the corporate limits of the Village that property owner of such vacated rental property shall file with the Tax Commissioner of the Village a report showing the date of vacating from the rental property and identifying such vacating tenant or other occupant over the age of seventeen (17) years of age.
