No exhibitor shall exhibit, operate or have in his possession a pinball machine which is so constructed as to make possible, either directly, or by the use of an adjustment, the return of cash, tickets, tokens or certificates of any kind to a player operating the machine. Only machines operated exclusively for the amusement provided by the operation thereof shall be licensed.
