§ 71.51 USE OF SKATEBOARDS, ROLLER SKATES, COASTERS, SCOOTERS AND SIMILAR DEVICES.
   (A)   Clinging to moving vehicles. Any person riding upon any motorcycle, coaster, sled, roller skates, or any toy vehicle, shall not attach the same or himself to any moving vehicle upon any roadway. (‘70 Code § 23-28)
   (B)   Use restricted. No person upon roller skates, or riding in or by means of any coaster, toy vehicle, or similar device, shall go upon any roadway except while crossing a street at a crosswalk or intersection; except upon streets set aside as play streets. (‘70 Code § 23-29)
   (C)   Use restricted. It shall be unlawful for any person riding on a skateboard, roller skates or scooter to ride any such device on any street (except delineated bicycle lanes) or on the premises of any municipal property (except within designated recreational facilities).
      (1)   Within the area bounded on the north by Ash Street, on the east by William Street, on the south by Elm Street and on the west by George Street, it shall unlawful for any person riding on a skateboard, roller skates or scooter to ride any such device on any sidewalk or on the premises of any municipal property.
      (2)   This subsection shall not apply to bicycles (which are regulated in §§ 73.01, 73.05 and 73.99), wagons or devices operated or used by handicapped or disabled persons such as wheelchairs.
