(A) The purpose of this subchapter is to provide for the declaration of official phases of water supply shortage situations and the implementation of voluntary and mandatory water conservation measures throughout the city system in the event a shortage is declared.
(B) In the case of a drought, water use data will be monitored and compared to a non-drought period at least every 30 days to evaluate effectiveness of water conservation measures. This subchapter will be reviewed and revised as needed, or after implementation of any emergency restrictions, and at least every five years. When necessary, the City Manager will make revision recommendations to City Council for their approval.
