It shall be unlawful for any owner, driver or person in charge of, or in possession of, or in control of any wagon, truck, automobile or other vehicle, to cause, allow or permit trash, rock, dirt, garbage, debris or other substance to be dropped or to fall from the wagon, truck, automobile or other vehicle, upon any street, alley or other public way within the city, provided, the provisions of this section shall not apply to work done on any street, alley or other public way by or under the direction of the city.
