2-2-4: STATUTORY COMPLIANCE:
Except as provided otherwise by ordinance, all purchases of supplies, materials, equipment or contractual services by the city for any purpose shall conform to all Oklahoma constitutional and statutory requirements, to include, without limitation:
   A.   The constitutional debt limitation contained in article 10, section 26 of the Oklahoma constitution.
   B.   The prohibition against spending for other than municipal purposes in article 10, section 14 of the Oklahoma constitution.
   C.   Certification by the city finance director/treasurer of sufficient unencumbered funds and entry of the purchases against the corresponding appropriation, as required by 62 Oklahoma Statutes section 310.1.
   D.   Adoption by sections 2-2-2 and 2-2-3 of this chapter of a payment of claims and invoices procedure that ensures adequate informal controls against unauthorized or illegal payment of invoices or claims, as permitted by 62 Oklahoma Statutes section 310.1 and 11 Oklahoma Statutes section 17-102.
   E.   Maintenance by the finance director/treasurer of a record, in the form prescribed by the state auditor and inspector, making an exact account of all appropriations made as required by 62 Oklahoma Statutes section 310.2.
   F.   Accounting for unencumbered balances at the close of each fiscal year, as required by 62 Oklahoma Statutes section 310.4.
   G.   The authorization of blank purchase orders, as provided by 62 Oklahoma Statutes section 310.8. (2013 Code)
