Every contract for or purchase of supplies, materials, equipment or contractual services shall conform to the annual budget as approved by the city council; and under no circumstances may such contract or purchase be made for items not contained in the annual budget which cost more than thirty-five thousand dollars ($35,000) without first obtaining the approval of the city council.
