10-1-5: WATER FROM SOURCES OTHER THAN MUNICIPAL WATER SYSTEM:
   A.   Report To Council: The superintendent of the sewer department shall report to the council any premises where he has reason to believe any substantial amount of water from sources other than the municipal water system is discharged into the sanitary sewer system.
   B.   Meter Required: The council in its discretion may, by resolution, direct that a water meter be installed to measure the water so discharged, which shall then be added to any other water metered on the premises in computing charges payable under section 10-1-3 or 10-1-4 of this chapter, or may, by resolution and upon hearing as provided in section 10-1-6 of this chapter, fix a special service charge for such premises in such amount as it shall deem just and equitable.
