The owner or occupant of each commercial premises connected to the sewer system shall pay whichever is higher each month of a minimum base charge according to a schedule established by resolution of the city council, as provided in Montana Code Annotated title 69 chapter 7, part 1; provided, that said resolution shall not have an effective date until ten (10) days after the date of resolution, and a usage rate charge according to a schedule established by resolution of the city council, as provided in Montana Code Annotated title 69, chapter 7, part 1; provided, that said resolution shall not have an effective date until ten (10) days after the date of resolution, based on the monthly one hundred (100) cubic feet of water usage which is registered by the water meter installed on such premises.
