If more than one-half (1/2) of the block of the sidewalk is in place and built to acceptable grades and in serviceable condition, then the remaining sidewalks in the same block shall conform to the location of the sidewalks already installed. If less than one-half (1/2) of the existing sidewalk is in place, the location of the walk will be determined by section 8-1-3 of this chapter. Areas not designated in this section will be determined by considering good design principles, wishes of the affected property owners, the costs involved and other existing conflicts such as trees, shrubs, light fixtures, fire hydrants and other utilities.
