§ 151.04 RIGHT OF ENTRY.
   (A)   When the Codes Enforcement Officer has reasonable cause to believe there exists in a building a condition which makes the building unsafe, dangerous, or hazardous, the Codes Enforcement Officer may enter the building at reasonable times to conduct inspections.
   (B)   (a)   If the building is occupied, the Codes Enforcement Officer shall first present credentials and request entry.
      (b)   If the building is unoccupied, the Codes Enforcement Officer shall first make a reasonable effort to locate the owner or other person having charge or control of the building and request entry.
      (c)   If entry is refused in either case, the Codes Enforcement Officer shall obtain an administrative search warrant to secure entry.
