§ 151.02 NUISANCE DECLARED.
   All buildings or portions thereof which are determined by the Codes Enforcement Officer to be dangerous as defined in this code are hereby declared to be dangerous buildings and public nuisances, which shall be abated by repair, rehabilitation, demolition, or removal.
