(A) No owner or person in charge of property shall construct or maintain a barbed wire fence except where livestock is to be contained by the fence, in which case the fence shall be located not closer than five feet from the property line. Fences enclosing storage areas in industrial districts may use barbed wire so long as the wire is located no less than six feet above the ground.
(B) No owner or person in charge of property shall construct, maintain, or operate an electric fence within the city.
