Notwithstanding any provisions contained herein and in the international building code in effect to the contrary, no permit required by the provisions of this chapter shall be issued to any individual, partnership, corporation, land trustee or other business entity if the individual, partnership, corporation, land trustee or other business or any partner, shareholder, beneficiary or member is financially indebted to the village.
