Every bicycle owned or kept by a resident of the village shall register the same with the police department of the village upon forms supplied by the chief of police. Each bicycle so registered will receive a registration tag which shall be permanently affixed to the frame of the bicycle. Such tag shall be nontransferable and shall be retained upon the frame of the bicycle to which it is affixed until the same has been disposed of by gift, sale, junking or permanent removal from the village.
