It shall be unlawful for any person to operate a motor vehicle upon any public street, alley or highway in the village in such a manner as to cause or produce unnecessary loud, raucous, excessive or unusual noise by the racing of the motor, by lack of a muffler or use of a muffler bypass or cutout, by tire friction upon rapid turning or weaving, by spinning of the wheels from standing or slow moving position produced by sudden unnecessary motor acceleration, or by continuous unnecessary sounding of a horn or other signal device.
