6-3A-2: AMENDMENTS TO CODE:
The 2006 international fire code adopted by section 6-3A-1 of this article is hereby amended as follows:
Section 101.1 is amended to read as follows:
Section 101.1 Title. These regulations shall be known as the fire code of the village of Glendale Heights, herein after referred to as "this code".

Section 108.1 is amended to read as follows:
Section 108.1 General. Whenever the director of community development disapproves an application or refuses to grant a permit applied for, or when it is claimed that the provisions of the code do not apply or the true intent and meaning of the code have been misconstrued or wrongly interpreted, the applicant may appeal from the decision of the director of community development to the fire chief and board of trustees of either the Glenside fire protection district or Bloomingdale fire protection district, DuPage County, Illinois, in writing, within fifteen (15) days from the date of the decision appealed.
Section 109.3 is amended to read as follows:
Section 109.3 Violation Penalties. Any person who shall violate a provision of this code or shall fail to comply with any of the requirements thereof or shall erect, construct, alter, repair a building or structure in violation of an approved plan or directive of the director of community development, or of a permit or certificate issued under the provisions, shall be penalized with a fine of not less than $50.00 or more than $1,000.00. Each day shall be considered a separate offense.

Section 311.1 is amended by adding the following paragraphs to read as follows:
Temporarily unoccupied buildings, structures, premises or portions thereof, including tenant spaces, shall be safeguarded and maintained in accordance with this section. Fire protection systems required by this code or the 2006 international building code as amended and adopted by the village of Glendale Heights shall be installed, repaired, operated, tested and maintained in accordance with this code. The building owner shall provide updated key holder information as required by the fire protection district having jurisdiction.
Vacant structures which have been unoccupied for more than twenty four (24) consecutive months shall be required to be inspected prior to occupancy. The building or occupied portion(s) shall be required to be equipped with a full automatic fire alarm system as specified in section 907 and be directly monitored by the authority having jurisdiction.
Section 313.3 is added to read as follows:
Section 313.3 Parking. The parking or storage of motorized vehicles shall only be permitted in properly designated areas designed specifically for vehicle parking or storage.
Section 503.6 is amended by adding the following paragraph to read as follows:
Section 503.6 Security Gates. Where security gates are installed, they shall be equipped with an approved key switch that activates the operation of the gate. The key switch and its location shall be approved by the fire code official. The security gates and the emergency operation shall be maintained operational at all times. At properties equipped with security gates, provisions shall be made for securing the gate in a locked position using a double padlock system. A padlock approved for this use by the fire code official shall be provided in addition to the occupant's padlock.
Section 903.4.2.1 is added to read as follows:
Section 903.4.2.1 Alarms Audio/Visual Indicating Devices. In addition to the required ten (10) inch water flow bell, a weather tight visual warning device shall be provided above the fire department connection. The color shall be approved by the fire district having jurisdiction.
Section 903.4.2.2 is added to read as follows:
Section 903.4.2.2 Audio/Visual Devices. Alarm indicating appliances, audio/visual devices, shall be provided, seen and heard in all areas of every building per NFPA 72. All sprinklered buildings shall be provided with occupant notification devices. This will provide full building notification per NFPA 72.
Section 903.4.2.3 is added to read as follows:
Section 903.4.2.3 Fire Sprinkler Inspection Valves. Inspector test valves shall be provided in the most practical area remote from the riser. They shall be accessible at all times and located no more than six (6) feet above the finished floor. On multiple riser systems test valves shall be marked as to which riser it tests.
Section 903.4.3 is amended to read as follows:
Section 903.4.3 Floor Control Valves. Approved supervised indicating control valves with water flow switches shall be provided at the point of connection to the riser on each floor in multi-story buildings.
Section 903.4.4 Automatic Sprinklers: Add new section as follows:
Section 903.4.4 Automatic Sprinklers. Where automatic sprinklers provide protection to an area with an approved flow switch interconnected to the fire alarm system, and the area is easily identifiable as to the location of the activation, additional automatic detectors are not required. When a building has numerous rooms protected by the zoned sprinkler system the fire department may require additional smoke detectors for a more rapid means to identify the location of smoke or fire.
Section 903.6.2 Sprinkler Safety Factor: Add new section as follows:
Section 903.6.2 Sprinkler Safety Factor. Provide a minimum 10% or 5 psi minimum safety factor in the fire protection hydraulic calculation. The system demand shall be 5 psi minimum below the seasonal low water flow test supply.
Section 903.7 Hydraulic Nameplate: Add new section as follows:
Section 903.7 Hydraulic Nameplate. On hydraulic calculations by each hydraulic calculated area on each drawing provide a copy of the hydraulic nameplate.
Section 903.8 NFPA: Add new section as follows:
Section 903.8 NFPA. All references to NFPA standards are to be considered part of this code.
Section 903.9 Fire Pump Test Header: Add new section as follows:
Section 903.9 Fire Pump Test Header. Fire pump test heads shall be equipped with an OS&Y valve on the pump test header. An exterior test header shall be provided on all sprinkler systems that are equipped with a fire pump.
Section 903.10 Fire Pump Room: Add new section as follows:
Section 903.10 Fire Pump Room. Provide an exterior access door to the sprinkler riser valve and fire pump room. All new fire pump rooms shall be enclosed in masonry constructed 2-hour fire rated room.
Section 903.11 Riser Check Valves: Add new section as follows:
Section 903.11 Riser Check Valves. On large warehouses or buildings, a check valve shall be provided on each sprinkler riser to prevent false alarms.
Section 904.3.1 Electrical Wiring: Amend section as follows:
Section 904.3.1 Electrical Wiring. Electrical wiring shall be in accordance with the 2008 national electrical code.
Section 906.1 Change section as follows:

Section 907.1.2 Equipment: Add to section as follows:
Section 907.1.2 Equipment. All fire alarm systems shall be of the addressable type and shall be installed per NFPA 72. All fire alarm panels shall be equipped with a minimum of sixty (60) hours of battery back up service in the case of AC power failure.
Exception: The fire code official may allow non-addressable systems when older alarm panels are replaced or at the discretion of the fire code official.
Section 907.1.3 Fire Alarm Panel & Equipment: Add new section as follows:
Section 907.1.3 Fire Alarm Panel & Equipment. Whenever an existing fire alarm panel and/or its components become inoperative and is required to be replaced the fire code official may require the fire alarm system for the entire building to be brought up to current code requirements.
Section 907.2.1 Change section as follows:
Section 907.2.1 Group A. Delete section in its entirety and insert "A fire alarm system shall be installed and maintained in accordance with NFPA 72 in group A occupancies."
Section 907.2.2 Change section as follows:
Section 907.2.2 Group B. Delete section in its entirety and insert "A fire alarm system shall be installed and maintained in accordance with NFPA 72 in group B occupancies."

      1.   R-2 occupancies that are classified as townhouses.
Section 907.2.24 Add new section as follows:
Section 907.2.24 Group S. A fire alarm system shall be installed and maintained in accordance with NFPA 72 in group S occupancies.
Section 907.3.1 Change section as follows:
Section 907.3.1 Occupancy Requirements. Delete section in its entirety and insert "A fire alarm system shall be installed in all occupancies."
Section 907.10.1.5 Use Group M: Add new section as follows:
Section 907.10.1.5 Use Group M. Use group M spaces shall be designed to "ring by tenant" activated by the fire alarm system. Water flow alarms shall be designed to sound a general alarm of the sprinkler zone. Weathertight strobe lights shall be mounted outside each tenant space as directed by the fire code official.
Section 907.15 Monitoring: Add to section as follows:
Section 907.15 Monitoring. All new fire alarm systems shall transmit trouble, supervisory, and fire signals through a wireless transmitter in accordance with NFPA 72. Only equipment certified and approved by the authority having jurisdiction designated proprietary agent may be installed. The designated proprietary agent shall be the only authorized installer and repair service for the approved radio transmitters.
Section 907.15.1 Fire Alarm Battery Back Up: Add new section as follows:
Section 907.15.1 Fire Alarm Battery Back Up. All new fire alarm systems shall be equipped with 60 hours of battery back up and shall transmit trouble, supervisory, and fire signals to the fire department communication center and/or its designated proprietor.
Section 907.15.1.2 Existing Fire Alarm Systems: Add new section as follows:
Section 907.15.1.2 Existing Fire Alarm Systems. All existing fire alarm systems within the Glenside and Bloomingdale fire districts shall be allowed to continue with direct connection or may be changed to wireless at the owner's request. Where an existing fire alarm panel is changed or modified, or when it has been out of service for a period of thirty (30) or more days, the means of communication shall be required to be changed to a wireless radio transmitter.
Chapter 45 Referenced Standards: Change references as follows:
Chapter 45 Referenced Standards. Pages 386 – 387 delete reference to the ICC electrical code and replace with 2008 national electric code.
