6-1-7: COMMANDER:
   A.   Position Created; Appointment; Compensation: The position of commander is hereby created. Each commander shall be appointed by and shall serve at the discretion of the chief of police. The position of commander shall be exempt from the provisions of 65 Illinois Compiled Statutes 5/10-2.1-1 et seq., and all appointments to the position of commander shall be made at the discretion of the chief of police, without the advice or consent of the board of police commissioners. Commanders shall receive such compensation as shall be fixed by the president and board of trustees.
   B.   Qualifications; Examination:
      1.   Each commander shall have been a sworn police officer of the department holding the rank of sergeant immediately prior to his or her appointment by the chief of police. Prior to such appointment to the position of commander, in order to establish the minimum qualifications for the position of commander, each commander shall have been required to obtain a passing grade upon a written examination which is to be administered by an outside testing agency to be designated by the chief of police, and a passing grade for an oral exercise, to be conducted by a minimum three (3) member panel. The panel shall consist of the chief of police and at least two (2) persons employed or previously employed by police agencies other than the village of Glendale Heights. After the administration of the written examination and the oral exercise, all candidates for the position of commander who have received the minimum passing grades shall be evaluated by the chief of police. The chief of police shall make the appointment after having obtained the approval of the village administrator.
      2.   Appointments to the position of commander shall be made by the chief of police without the necessity of new written exams or oral exercises, if such appointment is made within two (2) years of the date upon which the last written exam for such position was conducted.
   C.   Removal: In the event the chief of police determines to remove any officer from the position of commander, the chief of police shall be required to obtain the approval of the village administrator. Upon termination of the appointment to the position of commander by the chief of police, the officer shall revert to and be established in the rank of sergeant which he held immediately prior to his appointment as commander, and thereafter shall be entitled to all benefits and emoluments of such prior rank, without regard as to whether a vacancy then exists in such rank.
