5-6-1: LEGISLATIVE FINDINGS:
The corporate authorities find that:
   A.   Section 11-5-2 of the Illinois municipal code 1 , grants specific authority to all municipal governments to control noise.
   B.   Section 11-60-2 of the Illinois municipal code 2 , provides that municipalities may define, prevent and abate nuisances.
   C.   Municipalities may adopt and enforce local ordinances in the environmental field concurrent with the state.
   D.   Excessive noise degrades the environment of the village to a degree which:
      1.   Is harmful and detrimental to the health, welfare and safety of its inhabitants;
      2.   Interferes with the comfortable enjoyment of life, property and recreation and with the conduct and operation of business and industry; and
      3.   Causes nuisances.
   E.   Effective control and elimination of excessive noise and excessive vibration is essential to the furtherance of the health and welfare of the village inhabitants and to the conduct of the normal pursuits of life, recreation, commerce and industrial activity. (Ord. 98-70, 12-3-1998)
