5-3-5: REFUSE CARRIED BY THE ELEMENTS:
It shall be unlawful for any person to cast, place, sweep or deposit anywhere within the village any garbage or refuse in such a manner that the same may be carried or deposited by action of the wind, rain or snow into or upon any street, sidewalk, alley, sewer, parkway or other public place, or into any private premises within the village. (1978 Code § 9-2-1-4; amd. 2011 Code)
