All general ordinances of the village passed prior to the adoption of this code are hereby repealed, except such as are included in this code or are by necessary implication herein reserved from repeal (subject to the saving clauses contained in the following sections), and excluding the following ordinances which are not hereby repealed:
A. Tax levy and tax rate ordinances;
B. Appropriation ordinances;
C. Ordinances relating to boundaries and annexations;
D. Franchise ordinances, bus transportation ordinances and other ordinances granting special rights to persons or corporations;
E. Contract ordinances and ordinances authorizing the execution of a contract or the issuance of warrants;
F. Salary ordinances;
G. Ordinances relating to personnel rules;
H. Ordinances establishing, naming or vacating streets, alleys or other public places;
I. Ordinances fixing the grades of streets and sidewalks;
J. Improvement ordinances;
K. Bond ordinances;
L. Ordinances relating to elections;
M. Ordinances relating to the purchase, lease transfer or acceptance of real estate by or from the village;
N. Ordinances relating to the lease or purchase of property by the village and to the sale of surplus property by the village;
O. The comprehensive plan ordinance;
P. The various building and fire codes, and supplements thereto, as adopted in this code by reference;
Q. Ordinances relating to intergovernmental activities or agreements involving adjoining municipalities, townships, the county of DuPage and the state of Illinois and other governmental units and regional authorities; and
R. All other special ordinances and resolutions and administrative ordinances and regulations not in conflict or inconsistent with the provisions of this code. (1978 Code § 1-2-1; amd. 2011 Code)
