The village clerk is authorized to issue a permit required by this chapter to any resident upon compliance with the provisions of this chapter and the payment of a ten dollar ($10.00) fee. Said permit shall list, in addition to the applicant, all other persons participating in such sales by name and address, and the village clerk shall keep a record of all participants which shall be checked prior to the issuance of a permit.
