A. The Finance Department is authorized to issue a permit required by this chapter to any resident under the age of sixty (60) years upon compliance with the provisions of this chapter and the payment of a ten dollar ($10.00) fee.
B. The Finance Department is authorized to issue a permit required by this chapter to any resident age of sixty (60) years or older upon compliance with the provisions of this chapter and the payment of a five dollar ($5.00) fee.
C. Said permit shall list, in addition to the applicant, all other persons participating in such sales by name and address, and the Finance Department shall keep a record of all participants which shall be checked prior to the issuance of a permit.
