4-1-6: TERM OF LICENSE; EXPIRATION AND RENEWAL:
   A.   Term And Expiration: Each license shall indicate its term. All annual licenses shall be operative, and the license year for the village shall commence on January 1 of each year. No license shall be granted for a period longer than one year. Except where otherwise provided herein, every license shall expire on December 31 following the date of issuance.
   B.   Renewals:
      1.   The village clerk shall mail to all licensees of the village a notice of the time of expiration of the license held by the licensee, if an annual license, three (3) weeks prior to the date of such expiration. Failure to send out the notice or the licensee's failure to receive the notice shall not excuse the licensee from his obligation to obtain a new license or renew his license, nor shall it be a defense in an action for operation without a license.
      2.   Except as otherwise provided herein, each license may be renewed upon proper application and payment of the required fee. The requirements and procedures for granting and issuing a license renewal shall be the same as the requirements and procedures for granting a new license. (1978 Code § 3-1-5)
