Notwithstanding any provisions contained herein to the contrary, no permit or license required by the provisions of this code shall be issued to any individual, partnership, corporation, land trustee or other business entity if that individual, partnership, corporation, land trustee or other business entity, or any partner, shareholder, beneficiary or member thereof, is financially indebted to the village.
