12-3-5: EROSION AND SEDIMENTATION CONTROL PLAN:
Prior to the approval by the Planning and Zoning commission of the final plat of subdivision, the owner shall have prepared an erosion and sedimentation control plan of the area covered by the subdivision plat on which is indicated the proposed measures to be taken to control erosion and sedimentation to assure that sediment is not transported from the area during development and thereafter by a storm of ten (10) year frequency or less. The plan shall indicate all erosion and sedimentation control measures necessary to be implemented throughout all phases of construction and permanently after completion of development of the subdivision; the seeding mixtures and rates, types of sod, method of seedbed preparation, expected seeding dates, type and rate of lime and fertilizer application, and kind and quality of mulching for both temporary and permanent vegetative control measures; the provisions for maintenance of control facilities, including easements and estimates of the cost of maintenance and the persons or entity having legal responsibility for maintenance of control facilities both during and after development is completed; and the proposed phasing of development of the subdivision; including commencement dates, duration and sequency of stripping and clearing, rough grading and construction and final grading and landscaping, together with the planned installation of temporary sediment control measures or devices, storm drainage facilities, street, sidewalk and parking area paving, and permanent vegetative cover. Such plan shall be prepared in accordance with the "Procedures And Standards For Soil Erosion And Sedimentation Control In Northeastern Illinois", adopted by the DuPage County soil and water conservation district, as amended from time to time, which procedures and standards are incorporated herein by reference.
