Every contract modification, change order or contract price adjustment in excess of ten thousand dollars ($10,000.00) and every contract modification, change order or contract adjustment extending the contract completion time under a contract for the construction of a public improvement with the Village shall be subject to prior approval by the Board of Trustees after receiving a report from the project manager as to the effect of the contract modification, change order, or contract price adjustment on the total project budget or the total contract budget.
