3-1-7: SOLE SOURCE PROCUREMENT:
A contract may be awarded without competition when the Purchasing Agent determines, in writing, after conducting a good faith review of available sources, that there is only one source for the required equipment, supply, service, or construction item. A record of sole source procurement shall be maintained as a public record and shall list each contractor's name, the amount and type of each contract, a listing of the item(s) procured under each contract, and the identification number of each contract file. For contracts with values of ten thousand dollars ($10,000.00) to twenty thousand dollars ($20,000.00), the Purchasing Agent must obtain prior authorization from the Village Administrator, and contracts with values exceeding twenty thousand dollars ($20,000.00) must be authorized by the Village President and Board of Trustees.
