The purpose of the requirements in this chapter is to further the appropriate provision, design, and landscaping of off street parking and loading areas that will:
A. Provide access to land uses generating large traffic volumes in a community dependent on automobile and truck transportation.
B. Foster safe and efficient circulation of vehicles and pedestrians both on private property and on adjacent public streets.
C. Minimize nuisances in residential areas from on street parking of large numbers of cars.
D. Provide convenient parking in areas protected from wind, glare, and temperature extremes by appropriate landscaping. (Ord. 99-02, 1-7-1999)
