All members of the planning and zoning commission shall, after one year of faithful service, serve with a stipend as may be fixed from time to time by the village president and board of trustees, and the secretary of the planning and zoning commission may receive such stipend as may be fixed from time to time by the village president and board of trustees; provided, that this section shall not be construed as preventing any such member from receiving any salary or other compensation from the village for which he may be entitled by reason of his service as an officer or employee of the village in any capacity other than that as a member of the planning and zoning commission.
