2-1-12: PUBLIC HEARINGS ON PLANS:
At all public hearings for approval of plans, an applicant may appear in his own behalf or be represented by counsel or his agent. The applicant or his representative may address the commission outlining the nature of his request prior to the introduction of any evidence. Evidence shall be presented in the following order:
   A.   The chair may clarify an applicant's presentation, if necessary.
   B.   The applicant presents his evidence and offers any testimony.
   C.   The commission and any objector may cross examine any witness of the applicant prior to the presentation of any new witness.
   D.   Any objector presents his evidence and offers any testimony.
   E.   The commission and the applicant may cross examine any objector's witness prior to any new witness.
   F.   Rebuttal testimony by applicant.
   G.   Rebuttal testimony by objectors.
