10-18-5-3: DESIGN AND LAYOUT:
   A.   Area And Lot Requirements:
      1.   Minimum Area; Minimum Number Of Spaces: The minimum area for each trailer coach park shall be ten (10) acres. The minimum number of spaces completed and ready for occupancy before first occupancy is permitted shall be fifty (50). This subsection shall not apply to any state licensed trailer coach park in existence on December 12, 1970.
      2.   Maximum Density Per Acre: The total density of any trailer coach park shall not exceed seven (7) units per net acre.
      3.   Minimum Area Per Space; One Trailer Per Lot: The minimum area for each individual trailer coach space shall be four thousand (4,000) square feet. Not more than one trailer coach shall be placed on a trailer coach lot.
      4.   Maximum Lot Coverage: The lot coverage of a trailer coach, together with any expansion or accessory structure permitted by this chapter, shall not exceed forty percent (40%) of the total trailer coach lot area.
      5.   Minimum Width Of Trailer Coach Lots: The minimum average width for each trailer coach lot shall be forty feet (40'); except, that for any trailer coach unit greater than twelve feet (12') in width, the minimum average lot width shall be forty five feet (45'). This average shall be maintained between points of ten feet (10') in front of the trailer coach stand and five feet (5') to the rear of the stand.
      6.   Minimum Distance Between Trailer Coaches: No trailer coach shall be placed within fifteen feet (15') of another, and in no case shall the trailer coach be located closer than seven and one-half feet (71/2') to the side or rear lot line of the trailer coach lot. (1978 Code § 4-7-3-1)
   B.   Trailer Coach Stands: Each trailer coach stand shall conform to the following standards:
      1.   Placement: The trailer coach stand shall be so placed as to provide for the practical placement on the lot of both the trailer coach and its appurtenant structures and the retention of the trailer coach on the lot in a stable condition and in satisfactory relationship to its surroundings.
      2.   Size: The size of the trailer coach stand shall be suitable for the general market to be served by the individual park and suitable to fit dimensions of trailer coaches anticipated, including trailer coach appurtenant structures or appendages.
      3.   Location: The location of each trailer coach stand shall be at such elevation, distance and angle in relation to the access street and the trailer coach lot driveway that placement and removal of the trailer coach is practical.
      4.   Construction: Concrete slab or concrete runways shall be used.
      5.   Gradient: There shall be a minimum of two percent (2%) longitudinal and adequate crown or cross gradient and surface drainage.
      6.   Base Enclosure: All trailer coaches which are placed on foundations or piers shall have the entire perimeter enclosed. The enclosure shall be of a material approved by the village. Panels manufactured specifically for trailer coach enclosures shall be considered to meet these requirements. (1978 Code § 4-7-3-2)
   C.   Yards Abutting Common Areas:
      1.   The distance from the line or corner of the trailer coach stand to a private street, common driveway, common parking area, common walk or other common area shall be fifteen feet (15') minimum. Patios, trailer coach appurtenances, carports and individual storage facilities shall not be included in the determination of yard width.
      2.   The trailer coach park shall have front, side and rear yards having a depth or width of not less than thirty feet (30') and containing no obstructions except trees and shrubs. (1978 Code § 4-7-3-4)
   D.   Lots Marked And Numbered: Every trailer coach lot shall be clearly defined on the ground by permanent markers. There shall be posted and maintained in a conspicuous place on each lot a number corresponding to the number of each lot as shown on the plot plan submitted as required by this chapter, so that each lot may be easily identified. (1978 Code § 4-7-3-5)
   E.   Patio Required: Each trailer coach lot shall have provided thereon a patio providing appropriate outdoor living space to supplement the interior living space of a trailer coach. Each patio shall conform to the following specifications:
      1.   Size: The minimum size of each trailer coach lot patio shall be one hundred eighty (180) square feet.
      2.   Location: Every patio location shall be convenient to the entrance of the trailer coach, appropriately related to open areas of the lot and other facilities, fitted to terrain and natural features and related to anticipated trailer coach models.
      3.   Elevation: Where practical, the patio shall be at an elevation at least as high as the elevation of its trailer coach stand. Where topographical conditions permit, the patio and adjoining yard areas on the entry side of the trailer coach stand may be as much as two feet (2') higher than the trailer coach stand in order that the level of the patio and outdoor living area will be close to the floor level of an in place trailer coach. The grade difference between the patio and the stand may be taken up by a retaining wall or cribbing or by an earth slope. Where the patio is higher than the trailer coach stand, adequate surface drainage of the trailer coach stand shall be provided across the other side or ends of the stand.
      4.   Construction: Any subgrading shall be well drained, uniformly graded and compacted. Construction shall provide a useful outdoor surface constructed or formed either monolithically or in movable units with weather resistant materials placed sufficiently close together to create a paved area.    F.   Tenant Storage Facilities: Storage facilities shall be provided on or conveniently near each trailer coach lot for the active storage of outdoor equipment, furniture or tools, and for the inactive storage of such materials as are used only seasonally or infrequently by the typical tenant and which cannot be conveniently stored in a typical trailer coach. There shall be a minimum of ninety (90) cubic feet provided for general storage for each trailer coach lot. Storage facilities shall be provided on the lot or in compounds located within a reasonable distance but not more than five hundred feet (500') from each trailer coach stand serviced and located no closer to private or public streets than the trailer coach itself. Storage facilities shall be designed in a manner that will enhance the appearance of the court and shall be constructed of a suitable weather resistant material appropriate for the use and maintenance contemplated.    G.   Streets And Walkways:
      1.   Public Streets And Walks: All publicly dedicated streets and walks shall conform to the requirements of the village pertaining thereto.
      2.   Private Streets: Where private streets are provided within any trailer coach park, a right of way of fifty feet (50') shall be required. A minimum of twenty four feet (24') in width of pavement back to back of curbs shall be provided in the center of such right of way. All private streets shall have unobstructed access to a public street or highway.
      3.   Design, Layout And Location: All private and public streets constructed in connection with a trailer coach park shall be designed and laid out in accordance with the provisions of the village subdivision ordinance except as may be modified by this chapter. The location of all streets, public or private, within any trailer coach park shall be subject to the approval of the village plan commission.
      4.   Walks: Walks shall be provided in all trailer coach parks for safe, convenient, all season pedestrian access. The walks shall be of adequate width for their intended use, shall be durable and convenient to maintain and shall be designed and laid out in accordance with the village subdivision requirements, except as may be modified by this chapter. All walks shall comply with the following:
         a.   There shall be individual walks to each trailer coach stand from a paved street or from a paved driveway or parking space connecting to a paved street.
         b.   There shall be common walks in such locations required by the village subdivision regulations and in locations where pedestrian traffic is concentrated; for example, at the court entrance and to the court office and other important facilities. The location of all walks shall be subject to the approval of the plan commission.
         c.   The width, alignment and gradient of walks shall be appropriate for safety, convenience and appearance and shall be suitable for use by both pedestrians and for the circulation of small wheeled vehicles, such as baby carriages and service carts.
         d.   Walks shall be constructed of concrete in accordance with the specifications of the village subdivision regulations, as modified by this chapter. Widths shall be at least three feet (3') for individual walks and at least four feet (4') for common walks. Sudden changes in alignment and gradient shall be avoided. Required walks are not to be used as drainageways. (1978 Code §
   H.   Parking Spaces: Parking spaces shall be provided for not less than one and one-half (11/2) cars per trailer coach lot. Required parking spaces shall include one car space on each trailer coach lot and, in addition, shall include a sufficient number of parking spaces in conveniently located parking bays to bring the total number of parking spaces up to the required one and one-half (11/2) car spaces per trailer coach lot. Each such parking space shall be not less than ten feet (10') wide and twenty feet (20') deep, shall be surfaced for its entire area with durable hard material and suitable for all weather use.    I.   Park Drainage: No trailer coach park shall be located in a floodplain area or so located that the drainage of the park area will endanger any water supply. All such parks shall be well drained and shall be located in areas free from ponds, swamps and similar places in which mosquitoes may breed. No wastewater from trailer coaches shall be deposited on the surface of the ground. (1978 Code § 4-7-3-10)
   J.   Recreation Areas: A recreation area shall be provided in every trailer coach park of a size not less than eight percent (8%) of the gross site area. The playground shall generally be provided in a central location, including suitable landscaping, fencing and benches. In larger parks, decentralization will be allowed. Recreation areas shall include space of community buildings and community use facilities such as adult recreation, child playgrounds and natural open space. (1978 Code § 4-7-3-15)
   K.   Permitted Obstructions: For the purpose of this chapter, the following shall not be considered as obstructions when located in the yards indicated:
      1.   Chimneys, overhanging roof eaves, open terraces and awnings adjoining the trailer coach if they do not exceed ten percent (10%) of the depth of the yard, ornamental light standards and flagpoles, fences, trees and shrubs; except, that on corner lots, fences, trees and shrubs shall not be higher than thirty inches (30") above the centerline grade of the intersecting street if located in that portion of a required front or side yard situated within twenty feet (20') of the lot corner formed by the intersection of any two (2) street lines.
      2.   No other obstruction, other than those enumerated in subsection K1 of this section shall be permitted. (1978 Code § 4-7-3-16)
   L.   Plants, Shrubbery And Screening:
      1.   Plants and shrubbery shall be hardy and appropriate for their use and location and shall be planted so as to thrive with normal maintenance.
      2.   There shall be provided plants and shrubbery adequate to screen views to laundry drying yards, garbage and trash collection stations, nonresidential uses and yards of all adjacent property. (1978 Code § 4-7-3-17)
