10-14C-4: APPLICATION FOR CERTIFICATE; FEES:
   A.   Any person owning real estate located within the village shall, at the time of offering the real estate for sale or transfer, but not less than twenty one (21) days prior to any proposed sale, assignment, or other transfer of any legal or beneficial interest of said real estate, file an application for a certificate of inspection. Every person applying for a certificate of inspection, except for those exempted by the provisions of section 10-14C-8 of this article, shall, simultaneously with presenting the application for a certificate of inspection to the community development department, pay a fee in accordance with the following schedule:
Vacant land:

Multi-family, up to 6 units

   B.   The applicant for multi-family, commercial or industrial real estate transfer inspection shall submit a deposit to pay for the cost of any contractual service required to complete the real estate transfer inspection. The amount of the deposit will be determined based on an estimate of the cost of inspection and any reinspection. Any deposit not used to conduct the inspection and any reinspection shall be refunded to the applicant.
   C.   If an application is submitted less than twenty one (21) days prior to the any proposed sale, assignment, or other transfer of any legal or beneficial interest of said real estate, file an application for a certificate of inspection there is no guarantee that the inspection can be conducted. If all appointment availability is full, the applicant may pay an additional two hundred fifty dollar ($250.00) fee for an expedited inspection where the contractual service or other inspector may conduct the inspection.
   D.   Prior to issuance of a certificate of inspection, a copy of a current (dated within one (1) year of the date of application) plat of survey shall be submitted to the Community Development Department.
