§ 96.02 PARK RULES AND REGULATIONS.
   (A)   The village has five active parks and nine passive parks. Reservations can be made for use of four of the five active parks. Parks are available on a limited basis to residents and (limited) non-residents.
      (1)   Washington Park; Picnics, soccer, baseball, basketball;
      (2)   Summit Park; Picnics, soccer, baseball, tennis;
      (3)   Lake Park; baseball;
      (4)   Saunder's Park; baseball.
   (B)   Purpose. There is great demand for our recreational fields and flexible Administrative policies are necessary to protect both the condition and availability of the fields. Over 1,000 families pay taxes to provide and maintain these four recreational parks and the village will strive to share the time fairly and equitably among all of these taxpayers. The Village Administration reserves the right to amend these polices when in the best interest of the village. Amendment(s) may include limiting time availability, day availability and or denial of use. Should a sport activity be deemed too harsh, inappropriate or injurious to the physical condition of the park(s), an application may be rejected. Failure to follow procedures and or rules will also result in rejection of present and future use. Those continuing to violate these rules and or regulations, after receiving reasonable notice, may be prosecuted in the Glendale Magistrate Court under § 96.02.
   (C)   When a permit is necessary.
      (1)   Groups of six or more persons require a permit.
      (2)   Organized sports or sport events require a permit.
   (D)   Glendale fields are available to residents and non-residents as follows;
      (1)   Organized sports with at minimum of 50% active residential (Glendale) children have first priority and are exempt from user fees.
      (2)   Residents (Glendale) utilizing the parks for unorganized family member sports, events and picnics have second priority and are exempt from user fees. In order to provide residential impromptu and non-organized residential use of the four parks, 15% of the field time (one day) is set aside for this use each week and will not be reserved.
      (3)   Organized sports with less than 50% but greater than 25% active residential (Glendale) children have third priority and will receive a 50% discount of base user.
      (4)   Organized sports with no or less than 25% active residential children have a fourth priority and will be subject to normal user fees.
   (E)   2007 User Fees;      $100.00 per day
                  $50.00 per day at 50% Factor
                  $25.00 per day at 25% Factor
   (F)   No one team, organization, person or entity shall be permitted to reserve more than three days per seven day schedule. No one team, organization, person or entity shall be permitted to reserve a park or field for more than three hours on average in any one day for games and or practices.
   (G)   Rainouts of organized GYS Sports activities may cause the cancellation of non-resident scheduled events and may allow for temporary exceptions of aforesaid rules, subject to the Scheduling Administrator's approval.
   (H)   Tournaments are limited to one per season per team.
   (I)   Concessions, charges, admission fees, advertising is expressly prohibited on or about Village Recreational property and parks.
   (J)   Modification to facilities, equipment, painting, or other changes to that which is established is prohibited without the Village Administrator's approval.
