It shall be unlawful for any person to own, keep or harbor any dog over four months of age in the village without having in his possession a certificate of a regularly licensed and practicing veterinarian showing that each dog so owned or harbored by him has a currently effective immunization against rabies in compliance with applicable standards of the State of Ohio and Hamilton County.
