§ 91.05 CONTROL OF DOGS.
   (A)   For purposes of this section AT LARGE shall mean being outside the premises owned or rented by an owner, keeper, or harborer of a dog without being (1) on a leash or tether that is controlled by a person of suitable age and discretion; (2) on a leash or tether that is securely attached to a stake, rod or other fixture secured to the ground and with a person of suitable age and discretion who is in close enough proximity to prevent the dog from causing harm to any person; or (3) in a pen or fenced area from which the dog cannot leave.
   (B)   No owner, keeper, or harborer of a dog shall permit the dog to be at large in the village.
   (C)   No owner, keeper, or harborer of a dog shall leave fecal matter deposited by the dog upon public land, public right-of-way, or private land, other than that of the owner, keeper or harborer.
