Owners of the property are responsible for all Glendale utilities (water and sewage fees). Effective August 2, 1999, all new accounts involving tenants leasing from landlords, the account shall be in the name of the landlord and the landlord shall be responsible and directly billed each quarter for said utilities. Existing accounts, established prior to August 9, 1999 and are in the name of the tenants, may continue until such time as they are terminated, providing their accounts are kept current and in conformance with all other utility guidelines and ordinances. All unpaid accounts for water shall require termination of water service and collection of past due fees via a tax lien on the property as prescribed in this chapter.
