§ 51.13 WATER METERS.
   (A)   Every water service shall be equipped with a water meter secured through the Water Works Department. Water meters may be new or used and must be tested and approved by the Village Administrator or his authorized agents. No meter smaller than 3/4-inch shall be installed. The cost of furnishing water meters is the responsibility of the property owner. All water meters are the property of the municipality. Two inch and larger meters shall be of the compound type.
   (B)   Installation and use of quick operating or lever type hydrants or valves which cause excessive water hammer on service branches or on main lines is prohibited.
   (C)   Meter readings will be taken semi-annually and as near the same date each year as possible. Meters must be installed in such manner and place that will make them readily accessible for reading. If the water meter reader is unable to obtain a reading by reason of the meter being out of order or unable to gain entrance to the meter, an estimated charge will be made on previous readings or similar services of the same use of water. Should the meter not be put in order or free access be made to read same in a reasonable time, the water may be shut off until such repairs are made and free access is provided and reported to the office of the Village Administrator.
   (D)   When a service line is replaced, a new water meter shall be installed outside the structure at the owner's cost.
