§ 50.81 USER FEES.
   (A)   Purposes.
      (1)   The village has heretofore constructed a sanitary sewerage system for the benefit of the residents of the village.
      (2)   The costs of operating and maintaining the system, as well as paying the debt service on all bonds and notes issued to finance the construction of and improvements to the system, should be paid by the users of said public facility.
      (3)   It has been determined that most municipalities in Ohio have established fees for the usage of sewerage service as the means of paying the costs of said service.
      (4)   The establishment of a user fee would enable the Waste Water Department of the village to become independent, to a great extent, from external financial support.
      (5)   The Water Department of the village has been financially independent because of a water system user fee imposed by the village.
      (6)   The establishment of a user fee for the system would eliminate the need to use moneys in the General Fund of the village for the purposes of the system.
      (7)   It is common practice in Ohio for municipalities to base their user fee for sanitary sewerage service on water consumption.
   (B)   Establishments. For the reasons stated in division (A) above there is and shall be established a user fee for the usage of the sanitary sewerage system of the village, such user fee to be based on water consumption and established by ordinance. Current sanitary sewerage system user fees shall be available and on file in the office of the Village Clerk.
   (C)   Application. The sanitary sewerage system user fees shall apply to all users of the water system of the village, except those users who are not connected to the sanitary sewer system of the village.
