§ 32.45 APPOINTMENT OF MEMBERS; TERM.
   (A)   The Glendale Planning and Historic Preservation Commission (hereinafter referred to as GPHPC) shall consist of eight members, all of whom shall have an interest in historic preservation. The eight members shall include the Mayor and seven citizens appointed by the Mayor and approved by the Council. To the extent available, the seven citizens of the village should include at least three individuals who are preservation-related professionals and/or have substantial training or experience in a preservation-related field, including the disciplines of history, architecture, architectural history, planning, archaeology or a related discipline. All seven citizens shall serve four years each and appointment dates shall be made so that no more than two member's terms shall expire in any one year.
   (B)   No member of the GPHPC shall hold any position of trust or profit or engage in any occupation or activity interfering or inconsistent with the duties of such member. Nor shall any member use or attempt to use their official position to secure anything of value for them that would not ordinarily accrue to them in the performances of official duties.
   (C)   All eight members of the GPHPC shall be voting members on general planning, zoning and historic preservation issues, as defined in § 32.55, with the exception of the Mayor who may vote on planning and zoning issues but shall not vote on historic preservation issues. In the event of an appeal of the GPHPC's finding to Council, any Councilperson who serves on the GPHPC shall abstain from voting for or against the appeal in Council. The Mayor may not vote to break a tie resulting from an appeal to Council if the Mayor voted as a member of the GPHPC.
   (D)   In order to transact all business and vote on all issues coming before the GPHPC the presence of a quorum of four members of the GPHPC shall be necessary.
